Southrot
Southrot is infamous as Caevalonia's most lawless city. Located just north of the Evermoors and south of the Eastern Reach on the Lutst River, this ancient city has somehow avoided being razed to the ground by marauding orcs, goblins, trolls and monsters. It is not a particularly large city but then again it is located more or less in the middle of nowhere. Starting out as a a small hamlet it became a popular trading post for trackers, fur trappers etc. operating around the Eastern Reach mountains and northern Evermoors, but mainly as a stop-off for them and travellers on the route between Northern Caevalonia and the flourishing city of Uth Lintar, and any settlements located further south. But when Uth Lintar was destroyed by Bloodbane (and subsequently renamed Uth Nagor) the Evermoors were soon reclaimed by the fell beasts that had inhabited it before the Empire's troops had made it (reasonable) safe for its human inhabitants and the trading route through there collapsed. Consequently Southrot found itself rather out on a limb. It could still serve as a trading post for trackers etc. but other than that it wasn't terribly useful as a city state. Neglecting it, the Empire sent only mediocre troops to defend the city and to provide for its watch. This slackness along with the relative isolation made Southrot into quite an appealing place for those on the wrong side of the law (but who didn't want to spend their days hiding in the wilderness from bounty hunters etc.!). And so the population of undesirables grew, along with Southrot's new bad reputation. It is often joked that the only reason Southrot has not yet been sacked and destroyed is that any invaders fear having their pockets picked whilst doing so! To be appointed as Duke of Southrot is considered to be the laughing-stock position amongst the Empire's hierarchy
